OFATV Applauds Passing of Motion to Create a One-Permit ATV Trail System in Ontario

Toronto, ON — October 29, 2025 – The Ontario Federation of All-Terrain Vehicle Clubs (OFATV) welcomes the unanimous passage of Private Member’s Motion No. 14, introduced by Steve Clark, MPP for Leeds–Grenville–Thousand Islands and Rideau Lakes. The motion calls on the Government of Ontario to work with ATV trail organizations – including the OFATV – to establish a one-permit framework, while allowing clubs the flexibility to opt out.

“This motion will make bringing ATV trail users together to grow our economy by making Ontario the premier destination,” said MPP Clark. “It will enhance rider and public safety and centralize governance to improve ATV trail maintenance, signage, and rider education. One permit, one province, endless adventure!”

“This is a landmark moment for our sport and for everyone who enjoys exploring Ontario’s incredible ATV trail network,” said Shawn Ellenberger, President of the OFATV. “A unified ATV permit system will make it easier, safer, and more affordable for riders to experience trails across Ontario, while ensuring that the clubs continue to receive the support they need to maintain and grow the ATV trail network.”

“Connected trail systems are the future of ATV recreation in Ontario,” said Teresa Hebb, Vice-President of the OFATV. “When riders can travel seamlessly between regions, they stay longer, explore more, and contribute directly to local businesses. This initiative strengthens rural tourism and opens the door to coordinated trail development.”

The Ontario Provincial Police (OPP) have also voiced support for the initiative. “A single, regulated ATV trail system would eliminate the current patchwork of bylaws, locally negotiated agreements, and inconsistent operating rules,” said Sgt. Dave Moffatt, Provincial Off-Road Vehicle Coordinator with the OPP. “Uniform standards would significantly reduce conflict points and strengthen public safety outcomes. The OFATV is well positioned to lead this initiative and has already demonstrated the leadership capacity, provincial reach, and governance structure needed to support responsible trail development and long-term sustainability.”

“We are grateful to MPP Clark and all Members of Provincial Parliament who supported this motion. said Shawn Ellenberger. “We look forward to working closely with the Government of Ontario to turn this motion into reality. Together with our partners and local clubs, it builds an ATV trail system that connects communities, strengthens local economies, and keeps riders safe. This motion is a culmination of the years of dedicated effort and investment from the OFATV and its clubs on behalf of all Ontario riders.”
